Jess Kissell

Jess Kissell is the Director of Capture and Proposal at GALT Aerospace, where she leads strategic growth, marketing, and partnership development across the Defense industry. She oversees full lifecycle capture and proposal execution, aligning GALT’s capabilities with complex mission-critical requirements across the US Department of War and allied international partners.

With over 14 years of experience spanning defense, international markets, and professional sports, Jess brings a unique blend of strategic insight, competitive discipline, and operational execution. Her background includes senior contracts and growth leadership roles at Booz Allen Hamilton and Northrop Grumman Aeronautics Systems, where she managed more than $2.5B in advanced development and international programs, including Major Defense Acquisition, ACAT I-III, DCS, and FMS efforts.

Earlier in her career, Jess managed international contracts and intellectual property initiatives within the sports and entertainment industry, shaping athletic contract strategy, leading global compliance efforts, and supporting the grassroots reestablishment of the United States Football League.

Jess holds dual Bachelor of Arts degrees in Political Science and Philosophy, Pre-Law from California State University, Fresno. A former member of the USA Modern Pentathlon National Team and Fresno State NCAA Division I Women’s Equestrian Team, she brings strategic discipline, competitive drive, and mission-focused leadership to every organization she serves.
