Mat joined the GALT Aerospace Board of Directors in June of 2021. He is the President of Winter Strategic Solutions, LLC, a small business firm providing technology and business advice to senior defense industry, private sector companies, non-profit and academic leadership.
He retired as a U.S. Navy Vice Admiral, having served as the 24th Chief of Naval Research/Director of Innovation and as the F-35 Joint Strike Fighter Program Director where he ran the Defense Department’s largest acquisition enterprise in history with $30 billion dollars annual budget. Prior Flag leadership roles also include the Program Executive Officer for Unmanned Aviation and Strike Weapons, as well as the Commander for Naval Air Warfare Center Weapons Division.
Mat serves as a director on for-profit and non-profit boards and as a senior executive advisor to several public and private companies. His strategic leadership, technology insights and business guidance has resulted in bringing new, innovative bio-science products to market, successfully establishing several small businesses in the defense sector and achieving his clients’ strategic profitability and growth goals.
Prior to establishing Winter Strategic Solutions, Mat had a 35 year non-traditional military career which encompassed three distinct leadership phases: Operational tours of duty as a naval aviator flying the A-6 Intruder carrier-based attack jet; Numerous Navy systems acquisition tours as chief engineer, chief tester and major program manager; and Seven senior, executive-level command positions in large acquisition organizations where he managed multi-billion dollar portfolios and thousands of personnel capitalizing on his program business knowledge, innovative technology expertise and effective leadership.
Mat is a graduate of the University of Notre Dame with a Bachelor of Science in Mechanical Engineering and holds a Master’s in Computer Science from the Naval Postgraduate School and a Master’s in National Resource Strategy from National Defense University’s Industrial College of the Armed Forces. His formal technical and business education underpins his impactful operational warfighting and extensive business and technological experiences at the highest levels of the public trust.
He is a strong advocate for Veterans rights, a supporter of effective diversity and inclusion initiatives, a champion of bold, moral leadership and enjoys spending time pursuing his lifelong hobby as an avid numismatist. GALT is thrilled to have Mat on board to guide us in achieving our near- and long-term profitability and strategic growth goals.
